About BPR&D

The Bureau of Police Research and Development, commonly known as BPR&D, functions under the Ministry of Home Affairs, Government of India.

It undertakes research, training, modernisation and capacity-building initiatives related to policing and the criminal-justice system.

What is MedLEaPR?

MedLEaPR stands for Medico-Legal Examination and Post-Mortem Reporting System.

Developed by the National Informatics Centre, it is a centralised digital platform that standardises and digitises medico-legal reports such as:

  • Post-mortem reports
  • Injury reports
  • Age-estimation reports
  • Sexual-assault examination reports
  • Death-summary reports

The platform provides authorised doctors, forensic experts and investigating officers with structured reporting, secure access and digital audit trails. Its integration with the Crime and Criminal Tracking Network and Systems can support faster access to medico-legal information during investigations.

About the Contest

The contest is officially titled:

“Video Contest on Use of MedLEaPR to Speed Up the Investigation”

Participants are expected to create a short video explaining the role of MedLEaPR and its relevance to investigation, medico-legal reporting and India’s new criminal-law framework.

The initiative particularly encourages youth, including university and school students, to communicate important legal and technological concepts in a simple and engaging manner.

Winning videos may be shared with stakeholders in the criminal-justice system.

Important Clarification About the Official Topic

The official page title and Terms and Conditions identify the competition as being about the use of MedLEaPR to speed up investigations.

However, the descriptive text on the same page refers more broadly to a video contest on the “Introduction of New Offences” under the following new criminal laws:

  • Bharatiya Nyaya Sanhita
  • Bharatiya Nagarik Suraksha Sanhita
  • Bharatiya Sakshya Adhiniyam

This creates an inconsistency in the official listing. Participants should follow the title displayed on their submission page and confirm the exact expected topic before producing the final video. A safe approach would be to explain how MedLEaPR supports faster, standardised medico-legal reporting and investigation within the framework of the new criminal laws.

Eligibility Criteria

The contest is open to Indian citizens.

The official rules do not specify any age limit, educational qualification or professional-experience requirement.

Participation is free, and contestants must register through MyGov.
