About CARA
The Central Adoption Resource Authority (CARA) functions under the Ministry of Women and Child Development, Government of India. It is responsible for regulating and monitoring the legal adoption of children in India.
About MyGov
MyGov is the Government of India’s citizen-engagement platform. It enables citizens to participate in government campaigns, competitions, discussions, surveys and other nation-building initiatives.
About the Contest
As part of Adoption Awareness Month 2026, CARA and MyGov are organising the “Stories of Legal Adoption—Every Child Deserves a Family” Reel Contest.
Participants must create a short video presenting either a real-life adoption experience or a creative narrative about legal adoption. The reel should highlight the emotional, social and legal dimensions of adoption under the Juvenile Justice (Care and Protection of Children) Act, 2015.
The initiative seeks to promote transparent, lawful, ethical and child-centred adoption practices while encouraging greater empathy and awareness.

Eligibility Criteria
The contest is open to citizens across India.
The official announcement does not specify an age limit. Participants should ensure that they can provide all consent and adoption-related information requested on the submission portal.
Theme
The reel must focus on:
- A real-life adoption story or a creative narrative about adoption.
- The importance of following the legal adoption process.
- Child rights, transparency and ethical practices.
- The value of providing every child with a safe and loving family.
- The emotional and social dimensions of responsible adoption.
Entries must promote legal adoption only.
Submission Guidelines
- The video must be between 60 and 90 seconds long.
- It should be created in vertical or reel format.
- MP4 is the preferred file format.
- The video must have a minimum resolution of 720p.
- Entries may be submitted in Hindi or English.
- The content must be original and previously unpublished.
- The tone must remain positive, sensitive and respectful.
- Written consent must be obtained from every identifiable person featured in the video, particularly children.
- Participants must provide the adoption registration number mentioned in the official submission requirements.
- Participants should not include confidential adoption information or personal documents within the publicly visible reel.
Important Privacy and Consent Requirements
Adoption stories may contain sensitive personal information. Participants should avoid publicly revealing:
- Adoption registration or case numbers.
- Personal adoption records or official documents.
- A child’s address, school or other identifying details.
- Information about birth parents or biological families.
- Medical, legal or family information that has not been authorised for publication.
The adoption registration number, where applicable, should be entered only through the official MyGov submission process and must not be displayed in the reel.
Written permission must be secured before showing or identifying any person, especially a child.
Clarification Regarding the Adoption Registration Number
The official guidelines state that participants must provide the registration number issued for the adoption. However, the announcement also allows creative narratives and does not clearly explain how this requirement applies to participants who are not sharing a real adoption experience.
Participants submitting fictional or creative stories without an adoption registration number should review the live MyGov form and seek clarification from the organisers before submitting.
Prizes and Recognition
The top 10 participants will receive:
- A cash award of ₹2,000 each.
- Recognition on CARA’s social media handles.
- Possible acknowledgement through other official communication platforms.
The total announced cash-prize value is ₹20,000.

Rights Granted to the Organisers
By submitting an entry, participants permit the organisers to use, reproduce, publish and publicly display the content for awareness and outreach purposes.
The organisers may use the submitted reel without providing additional compensation. Participants should therefore upload only material they own and have permission to publish.
How to Submit?
Interested participants may follow these steps:
- Register or log in to the MyGov portal.
- Open the official contest page.
- Prepare an original 60–90-second vertical reel in Hindi or English.
- Obtain written consent from all identifiable individuals featured in the video.
- Complete the requested participant and adoption-related details.
- Upload the reel through the official MyGov portal before the deadline.
Entries submitted through unofficial channels may not be considered.

- Submission deadline: October 31, 2026, at 11:45 PM IST
Participants are advised to submit their entries early to avoid technical problems near the deadline.
